BIOGRAPHY

SHAWN R. McCARVER

 

 

Shawn R. McCarver graduated from Park Hills (formerly Flat River), Missouri Central R-3 High School in May 1978 where he was a member of the National Honor Society, active in high school sports, a member of the student council and in various clubs, and where he served as Co-Editor of the high school newspaper, the Centralian

 

Mr. McCarver received his Bachelor of Science degree from Central Missouri State University in May 1981, where he graduated Summa Cum Laude.  Mr. McCarver received his Juris Doctor degree from the University of Missouri-Columbia in May 1984, where he was Secretary of the Student Bar Association and a member of the Missouri Law Review. 

 

Mr. McCarver published two scholarly articles for the Missouri Law Review while in law school.  Mr. McCarver was admitted to the Missouri Bar in September, 1984, and is also licensed to practice in the United States District Court for the Eastern District of Missouri.  Mr. McCarver is a Missouri Licensed Nursing Home Administrator.  Mr. McCarver serves as a panel attorney for Legal Services of Southern Missouri.

 

In addition to his private practice, Mr. McCarver served as attorney for the Juvenile Officer of the 24th Judicial Circuit from 1985 to 2002.  Mr. McCarver also serves as Municipal Judge for the Cities of Park Hills (since 1985), Desloge (since 1988), Bismarck (since 1999), Leadwood (since 2001) and Bonne Terre (since 2003). 

 

Mr. McCarver is a past instructor at the Missouri State Highway Patrol Law Enforcement Academy (State Troopers only).  Mr. McCarver has lectured or taught at seminars sponsored by the Missouri Juvenile Justice Association, the Missouri Bar, the American Bar Association, the Office of State Courts Administrator, the Missouri Municipal and Associate Circuit Judges’ Association and other organizations.  Mr. McCarver is on the faculty of the Missouri Judicial College, which provides all state trial judges with their annual continuing legal education.  Mr. McCarver is also on the faculty of the Judicial Orientation program, which is an annual week-long program for judges elected or appointed in the preceding year.

 

Mr. McCarver has authored numerous articles, training manuals, professional handbooks and books in various areas of the law and his articles have been published by Missouri Police Chief magazine, Missouri Law Review, Journal of the Missouri Bar, Real Estate Today, and S.W.A.T. magazine.  Mr. McCarver is the author of the Juvenile Law chapter and chapter supplements of the Bench Book for Missouri Trial Judges published by the Office of State Courts Administrator. Mr. McCarver is the author of the Jurisdiction and Venue chapter in the Missouri Bar Desk Book Juvenile Law.  Mr. McCarver is also the author of the abuse/neglect, status/delinquency, juvenile practice generally and termination of parental rights sections of the Juvenile Officer Handbook, which were reprinted from the author’s book Missouri Juvenile Officer Handbook, published May 1998.

 


 

Mr. McCarver is editor of the Juvenile Law section of the Missouri Bar Publication Courts  and CLE Bulletin.  Mr. McCarver was also appointed by the Missouri Supreme Court to the ad hoc Committee on Confidentiality of Juvenile Court Proceedings, the Missouri Supreme Court Committee “Building Bridges to Permanency,” the Missouri Supreme Court Family Law Committee Missouri Resource Guide for Best Practices in Child Abuse and Neglect cases which prepared the bench cards and conducted statewide training on Best Practices in Child Abuse/Neglect cases, and Mr. McCarver has served as technical advisor to the Missouri Supreme Court’s Commission on Children’s Justice, which published a report with recommendations for improving Missouri’s child welfare system.  Mr. McCarver has also been appointed by the Supreme Court to the Committee charged with the task of rewriting the Rules of Practice and Procedure in Juvenile Courts.  Mr. McCarver was appointed by the Supreme Court to the Municipal Judge Education Committee.

 

Mr. McCarver is an at-large Director of the Missouri Municipal and Associate Circuit Judges Association, and also serves as Treasurer of MMACJA, Past President of Missouri Bar Juvenile Courts and Laws Committee, a former part-time faculty member at Mineral Area College and a former Assistant Public Defender for St. Francois, Ste. Genevieve and Washington Counties.

 

Mr. McCarver is also a Missouri Licensed Nursing Home Administrator, and has represented both residents and facilities in legal matters involving nursing homes, child care facilities, residential care facilities and community psychiatric rehabilitation centers (CPRCs).
